Courts DO NOT have to prove that you received letters, just prove that they sent them ( which is easy as they always keep copies)
Therefore the problem is yours I'm afraid, are you sure you never received anything from them???
Bailiffs are the LAST resort, after sending many letters with no response

Just so you know, if these are county court bailiffs you CAN'T turn them away, they are legally allowed to enter your house, and contrary to what the other answerer said, you can phone the police but the chances are they will turn up with the bailiffs anyway to assist them entering your house
On the other hand if they are debt bailiffs they CAN'T enter your house legally unless you let them in

sounds liek you are bieng screwed like so many other people.
ask for a detailed list of dates and copies of all letter sent as proof that the debt exists.
if you have kept all you letter that you have received then get them out and compare what you have to what they have sent.
if the address on their letters is slightly different to your actual address, then say that as they havent had the correct address, the letter obviously havent been delivered and therefore you have not been notified.
unfortunately the courts dont need to know if you received their letters, which is there fall back. i mean its ludicrous to suggest that you would avoid paying £20 and be hit with further charges, if you had the choice would you rather pay £20 or £170 lol. it dont make sense and you should stress this to the courts.
might be helpful contacting the Citizens Advice Bureau and obtain the procedures that courts have to follow when chasing a debt to make sure if they complied. if they didnt then you can argue on this point and just offer to pay the £20 outstanding.
whatever you do, if the bailiff comes calling again. dont let them in, they have no right to come in unless they have a warrant and police with them.
get their details and a contact number and phone the courts to confirm who they are. make them wait as long as possible.
anyone can pretend to be a bailiff and printout a letter pretending to be from the courts.
tell them to go away or you will call the police as you dont believe who they are. how are you supposed to know what official ID looks like?

The usual procedure is to send out a notice by regular mail and then send a bailiff with an "official" notice. You can try arguing that you never recieved the notices and may get a reduction in costs, but that will involve going back to court and may add another fee.

You should have produced early, a lot of people leave it to the last minute,not good policy.You will have been given a receipt when you paid,all you had to do was produce that,no problem.You must by now ,know the difference between 50 pounds and 70 pounds?.They only have to prove that a reasonable attempt was made to notify you.YOUR PROBLEMS SEEM TO BE SELF CREATED.

As it is for a fine then it has come from the magistrates court. Unfortunately....these baliffs can legally break into your house to sieze goods in order to cover the debt.
No matter what you thin k you did or didnt pay, you have no right of appeal You need to pay it ASAP

Get in touch with the Local MP Candidates, Get in touch with Citizens Advice... And find every letter, receipt and write down days that they came to your house for money.
Dont wait around either. Get it done as soon as you can!

Ask for evidence of proof of postage. They do not have to send recorded delivery but they should be able to provide evidence if they posted to you.
