Yup yup yup!

A Victorian or older house with high ceilings should have the picture rail at a height somewhere between 300 and 500mm (12 and 20in) below the ceiling. 1930s-to-present homes have lower ceilings and the picture rail is usually level with the top of the door frames.

Victorian Picture Rails

The council decorators when renovating a house do this because they think that picture rail is outdated. They have done the same to our house. You can get picture railing from DIY stores, but not sure of the cost but my guess is quite costly. The measurement from the top of our doors is about 2ft and I think that's how much it should be,and it must be level all the way around.

there is no set distance from a ceiling, as ceilings are of various heights.
yes keep the top of the picture rail level with the top of the architrave on the top of the door frame. you won't be far out.
once fitted you adjust the height of your pictures to suite.
remember the centre of the picture should be eye level and to use the proper hangers, they're shaped to fit over the picture rail.

another tip for when you ready to do the job. external corners should be mitred, internal corners should be scribed

No offense but it seems to me to be a pretty personal thing; most especially if you actually intend to USE IT as it was designed.

I'd find it most difficult to enjoy looking at pictures or art in a case where I always had to look UP. Obviously that depends in part on the size of any piece you hang. The intent of a "picture" rail is multiple. It allows that walls don't have to be damaged; and it offers some consistancy in at least a level look to the top of any framed work.

If it's not going to serve any purpose other than as a decortive accent, and you're attempting to restore an heirloom house aesthetically; then by all means install it where it was.

If you look more carefully , especially when the sun is shining, you should be able to see where the previous rail has been fitted. otherwise follow the comments that have already been given.
When fitting the new rails, cut clean mitres, and pay attention to detail, use builder's adhesive and the occasional 2" panel pin just for luck.

Put it just where you think it fits best, have another think about this project, do you want a picture rail or would a delph rail be better, here could be a chance to get those decorative plates on view................... Good luck.

Also you may be able to find out exactly where it originally went, when my mother stripped the walls in her front room, you could clearly see where a picture rail had been as most people used to just paint their ceiling and above the rail.
