I have an AMD Athlon XP-M 2600+ that I have overclocked to about 2.61 GHz (2,610 MHz). If the speed rating was 2600+ at a stock speed of 1.9 GHz (1,908 MHz), what is the rating at 2.61? I figured it would be somewhere between 3500+ and 4000+ . How did they come up with this rating system?

Highest speed Athlon XP runs at 2.2Ghz and a PR (performance rating) of 3200+. Your overclocked setting exceeds this, so your estimate is right. More on PR rating here:

What is really more significant is what that OC setting can actually do. Run Super Pi to determine how fast your PC is now. Compare it with results from other PCs. Sample from my idols:

The rating system was a response to Intel who had always marketed clock speed. AMD's ran a slower clock speed but were just as fast.

Check some of the websites and forums that deal with OC for a program that clocks the processor. It's really irrelevant, unless your wanting some bragging rights.
