She can hear the cases because the parties agree to have her hear the cases. It is a form of arbitration actually. The parties sign an agreement to give up their right to sue in exchange for being on the show (the show pays the judgment, not the defendant). She will attempt to apply the laws of the state in which the action arose. Most of her cases involve contract law which is relatively uniform throughout the US.

Funny.. but I have to tell you that it isn't entertainment as one person commented.. it is very real.. I had filed a small claims suit against my ex- boyfriend in the state I resided because he owed me money.. Needless to say within that same week I get a phone call from a producer for their show asking me if I wanted to have my case heard..lol.. I asked her how did she get my contact information., simply put when you file a claim your info is already there on paper and also my Ex- had to agree to come to the show, but it actually was fun the free airfare, transportation and a meal.. So they have cycles that they go through and look up small claim cases in different states that will fit their show.. By the way they are "NOT" in NewYork they are in West Hollywood, California ..... I won my case in Judge Judy's Court...

I LOVE JUDGE JUDY!! All small claims cases get reviewed by the shows producers. (Open information) Then pick the best ones. I once was asked to go on but the defendant wouldn't agree. They both have to.

They have all of them sign a contract that they will drop their original case, wherever it is, in order for it to be "heard" on Judge whoever, (They all do this the same way.) She actually is not adjudicating anything.
They are all paid what they are requesting, as well, they don't get zero if they are awarded zero by her, that's a sham. The show pays them the original claim, and counterclaim, amounts.

It is a TV program. Entertainment might look real, but it is just that...entertainment.
