Depends on who you ask. In China, one might say that the good of the community comes first (communism). In the western world, an importance is placed on individual rights. However, many of these rights are slowly being chipped away, in favor of the "good of the community". A lot of people forget what the word "communism" means.

Individuals right , because community is made out of individual.

it depends!! the individual right to free enterprise could be subordinated to the community right not to be poisoned by pollution...

it is difficult to tell. but a community who does not represent the ENTIRE community certainly does not have the right to impose their view to any single individual who chooses not to belong to it. this is why religion and state should be separated. if religious people want all all the laws to be religious laws, they should go and live in a teocracy or in a State ruled by shari'a.
