O.S.H.A. says so. You have to fill out a request, have it approved, and keep an approved permit posted at all times at all thresholds to work in a confined space here where I work. There are all kinds of safety precautions to be followed. Oh wait, were you joking?

OSHA has a rule about confined spaces that includes a program to identify and label them and a set of rules on entering them that forbids entry until all safety equipment is in place.
