It's very unlikely that "Leaving the County" was one of the clauses that you added to the agreement that you signed with your lanslord, before you moved in.

Go back, and read that over.. it will give you all the information you need about what you can do, and when. It will also detail under which conditions you will be refunded your rental deposit, All other conditions will pretty well mean that you will not be getting it back.

Read your tenancy agreement. It will spell out the requirements for the return of your deposit.
