i'm doing this school assignment and come across this term "toilet diplomat" and can't figure out what it means. thanks for your help!!

Haha... Never heard of it. It doesn't sound very flattering though. Although diplomacy fancies itself to be more civilized than most normal people, they often actually use rather lowbrow language in order to denigrate someone.

maybe it's a diplomat who is so busy that he saves time by talking on the phone while using the bathroom
