An editor uses a blue-lead pencil to give directions to the printer; such as, what parts of an article stay and which parts are deleted, where to start a paragraph, etc. The red-lead pencil is used to correct grammar. There is a special pencil called an editor's pencil, red lead on one end, blue lead on the other. There is no eraser, because, as the joke goes, "The editor is never wrong, so he doesn't need one." Since the editor has the power to accept or reject your work, and that often involves a paycheck, the editor is very powerful, indeed.

Or a censor (hence 'blue movies', where the censor hasn't cut the 'blue ' bits out). Traditionally, editors (and censors) used blue pencils, to mark the text that had to be altered or deleted.
