You can use VB with ASP check out the lessons on web development found on the MS web site. And yes you can easily make some dynamite web sites using just VB.net and ASP(Active Server Pages) for dynamic content. The downside is that you will have to find a hosting service which provides support for ASP.
The choice of using VB or C# really is one of comfort... By this I mean that those individuals who learned just a single language like VB can do some web development. ( While C# is for people who learned C)
If you were going to be a web developer I would also suggest learning some C. The synatx in C ,( the way the commands are written) is similar to some other web programming languages.

To my knowledge, there's no easy little conversion program or anything. Essentially, you'd need to rewrite it in a language that can be used for web development, such as Perl, PHP, Ruby, or whatnot. If you were using VB.Net, there might be some sort of converter or something to make a ASP.Net site out of it (I'm not a windows guy too much for programming), but I don't know. But with VB6, I'd be very surprised.

You can use Visual Basic to design web pages. It has html and css coding built into the language. When you open VB click on open file instead of open project and then click html file. It is not as good as dreamweaver though. however it is good if you want to write scripts.

I don't think you can use Visual Basic to create web pages. It is after all, not a web programming language. Or do you mean Visual Basic Scripting Edition? Then that is a different situation altogether.
if you want to do webpage design, you must have a firm knowledge on HTML. Some knowledge on PHP and Javascript may also prove useful.

The base for all web pages is HTML - Start there.
When you are looking at any web page with Internet Explorer click on View > Source and you will see the html code for that web page.

Web page design languages which are more popular are html, php, python, java scripting (AJAX is hot), perl, ASP, etc. visual Basic is more suited for developing applications on the Windows platform. notepad is better for writing HTML than VisualBasic...
I'd suggest you download Dreamweaver 8.
