No. I think that's just a cliche that people use to overemphasise how insightful another person is. They might be astute enough to point out things you don't usually admit or acknowledge, but in the end, the only person who has the full picture is you. It just can't be any other way.
Whether you're honest in your own self-appraisal, well... that's a different story.

Nobody. That term is just an expression used to indicate somebody who knows you really well. But if you believe in God, then He also counts. Other than that, nobody knows you better than yourself.
