Never. First you have to have UFOs that are really crewed by extraterrestrial aliens. The chances of this are so low that they can hardly be understated.
Given this extremely unlikely situation though, you then need to have them imagining that they can profit from such a war. The expense would be phenomenal and it might be cheaper for them to colonise a barren planet somewhere else.

UFO means that it is not identified or in other words, from your viewpoint, you can't tell exactly what the object is that you are looking at.
It does NOT mean that it comes from outerspace or that extraterrestial beings are invading the earth. That is just silly and you are a person who is afraid of the unknown.
