I don't believe poverty can ever be eliminated here (or anywhere) unless everyone were to become equally poor (not a good idea). That leaves mitigating it. So:

Welfare would be changed so that it is basically a retraining program with money to live on until trained; only x number of jobs could be turned down and the government would relocate you to a job
Social security would be essentially unchanged except only those who needed money up to just beyond the poverty level would receive any. Excess money would be returned from time to time via temporary tax breaks
Federal minimum wage laws would be repealed
All taxes on savings and interest would be repealed
Parents would be able to choose where their kids went to school (with conditions) and thus which school (public or private) their taxes support
Use of non-standard English would not be tolerated in schools (many intercity youth face a lifetime of unemployment because their "English" cannot be understood by anyone other then intercity people)
Direct support of those who fall between the cracks would be outsourced to private charity organizations without all the red tape and no matter if they were religious, anti-religious, etc and no matter if they tried to "convert" to their religion or non-religion (as long as their teachings were not counter to liberal republicanism - ie - constitutional government)

Quit running up the deficit to give to the rich and corporations, make any company that gets a government contract hire Americans at a decent wage! Not poverty wages. A decent wage that they can live on, or no contract!

Make employers who go bankrupt mandated to pay their employees first, and not allow any to start another business until they are paid off.

Put those that steal pensions in jail, including those who raid the Social Security Trust fund, which the government has been doing for years!

Places that make a lot of money by wiping out cities, like Walmart, put a US Tariff on all products from China and make them hire people at decent wages in some proportion to the money that they pull out of the community, commonly referred to as dollar drought!

You hire people, and you make money, you have a responsibility to those who made it for you!

I have tons more!!

Shut down the borders, ship out the illegals. If they want to work here do it right and limit the number of workers allowed to come here to work.
Stop all of the gimmes we do way to much handing out.
Try and change the buy now and pay for it later attitude we have.
Limit the amount of interest credit card co. can charge to say 10 or 12 % no more.
Put a stop to earnned incometax credit ( never did get that name if you didn't make it why should I have to give it to you out of my check )
Would have to do alot of studding on flat rate tax to see if that would be a better system for everyone.

I would have every person that wanted to earn money to feed their family and have housing come to work, every day. They would not receive food or housing if they did not work. I would set up programs like they did back in the depression where people that wanted to eat could come to work every day and then they could eat. If they have children, they could babysit their children and other peoples children while they were out working, and then they would be permitted to eat, and be given a place to live. I would never just give people money, the way the welfare system does, because that proves that it only creates generations of welfare children. There is a proverb that says,"Give a person a fish, you feed them for a day, Teach a person to fish, you feed them for life." I believe in education, and teaching people skills, and then if they are not willing to use them to earn a living, they can starve. Their children will however be taken away from them, because children should not have to suffer because of lazy parents. Then children would be taught how to work and given a good education and then they would be expected to grow up and get a job to support themselves and their families. I would also give tax breaks to any family members that have a job and are willing to take care of other family members that are over 18 and unable to work because of a physical,or mental problem. I would give tax breaks to grandparents that would raise grandchildren of unwed daughters so that they are not a burden on society. I would set up a free day care program for all single moms, and then the mother must go to work if she wants to eat and have a place to live, if she is not living with her family. If she chooses not to work and does not live with her family and no one is taking care of her and her child, then the child would be taken away from the mother and placed in a home with people that can afford the child. Then the mother would be fixed so that she could not have more children that she can't afford. I am convinced that if people were forced to work for their welfare checks, there would be a healthier society, and less crime. When people have too much idle time on their hands, they get into trouble. No person deserves free money, no person deserves a free meal, no person deserves a free ride. I believe to be a healthy society everyone must pull their weight.

Close the borders, round up and deport the illegals, send no money to any other country until that country has repaid what it owes the U.S.; make it mandatory for every high school student to pass a "managing your finances and planning for retirement" course (graduation is dependent upon it), put a stop to the multi-generational career welfare families, free "spaying and neutering" for any adult who volunteers to have it done to him/herself.

Education system.
The gifts of life that was lost with time was in placed after world war two blindly thrown away.
The creation of living human kind into mankind of intelligent design to be the Son of God with success in worshiping God.
The mastering of our creator's universal gifts of life with Merlin's magic wand with fishing line, hooks and sinkers vital for the survival and advancement of living human kind back home.
Instead of blindly throwing everyone into the slammer until it became overcrowded living in misery back home.
