He made a deal to not come back for ten years to avoid corruption charges (basically a plea bargain) and he came back early. Democracy has not been healthy in Pakistan; the last two elected Prime Ministers (or at least the governments they led) were quite corrupt. The military coup was obstensively done to snuff out this corruption but apparently, that didn't work either.

Well he was exiled for many reasons. He was a corrupted prime minister from the very beginning but he made a mistake when Musharraf was travelling in a plane he did not allow that plane to land on it's destination and the plane did not have much petrol to land in any other city but the pilot made an emergency landing. The intelligence told Musharraf that this happened because Nawaz wanted to kill him for he had denied a statement for the Kashmir issue. Musharraf took an immediate action against him and put him behind the bars. Nawaz's father appealed to the government to bale his sons ,Nawaz and Shahbaz. Then Musharraf decided to exile them for ten years with the conditions that they would stay in Saudi Arab and they will not participate in politics till the duration of exile.
Well both Nawaz and Shahbaz requested the government of Saudi Arab to let them go to England for medical treatment. They decieved the Saudi government and settled there in London and violated the agreement they signed with Musharraf. That's why yesterday when Nawaz arrived there the Saudi government took him back to Saudi Arab to complete the rest of the years left as for the contract.

When he was toppled by the Gen.Musharaff, he was sentenced for corruption charges and other criminal offences for 14 years to follow.
But Saudi Government intervened and got a replacement for imprisonment to be turned in to an exile in Saudi Arabia.
Now a recent Pak Supreme Court verdict allowed Sharif to enter pak soil. But the Saudi govt. asked Sharif to honour his commitments. Adding to this, Musharaff's govt. has packed him out once again.

Like Benazir Bhutto, he represented democracy so the military leadership got rid of him this way rather than jailing him, alleging he was corrupt which was probably true but so are the military. Problem in Pakistan is that politics are tied to landowners interests so no real grass roots party can ever get up and the masses turn to Islamist groups in frustration. Now he has tried to return for election, he just got sent back.
