The meaning of the Constitution can only be changed 1 way, and that is by amending it according to the mechanism provided in the Constitution.

It however does get interpreted by various people,, but the people who hold the final decision is the US Supreme Court. We pass lots of laws which are unconstitutional! The Military Commissions Act of 2006 is one that Bush wanted, which gave him a get out of jail free card. It also did away with habeas corpus and 9 of 10 the Bill of Rights, and a portion of Amendment 14 which stated "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws."

The 4th Circuit has already ruled that portions of this law are unconstitutional!

Agencies also right rules, which carry the force of law, often based on an unconstitutional law! Therefore, it may be unconstitutional as well!

I often hear people complaining that people got out of a crime on a "technicality"! The technicality that they are referring to is the Constitution of the United States. Some small technicality if you listened to them!
