I watch as many American celebs are constantly scrutinized even during personal time with their families and loved ones. I was just wondering if the same is true in foreign countries or is the US the only country that permits such a blantant violation of privacy?

yup -- paparazzi in the united states probably hold a record for being the ones wanting the slimiest pics (britney with no underwear is uniquely american)-- most will do anything for a pic -- they just aren't hoping for pics that people will look bad in. usually foreign pulbications will photoshp and make people look better. americans go for closeups of the stretch marks and cellulite.

I think there ought to be an international law permitting celebrities to beat the everliving crap out of at least five paparazzi each year.

Paparazzi in other countries are really bad. The gossip mags are horrible in Europe and in Latin America. There's this channel in Mexico XEW which is horrible it's like E! but worse.
