Yes. Contact your resident manager immediately and tell them the "harassment you are suffering." Most likely, if they have a brain, they will investigate it to discover who may be lying. Take pix before you go and document what x's you noticed this being done. This will help them pin down who's at home when its happening.

Yes, you should have just tossed it in the trash the first time. Tossing it back was childish. If it happened another couple of times, you would then write a letter to the landlord detailing the fact somebody is dropping trash at your door. It could have been anybody in your building playing a dumb joke. Please don't go knocking on doors. If somebody knocked on my door looking for whoever dropped 2 cigarette butts and a paper towel, I would consider that to be an act that wasn't very neighbourly. If that somebody ran into me at the mailbox or in the hall, and asked casually if I had seen anybody tossing trash, I would be happy to answer and say I would keep an eye out for it.

Report the matter to the people responsible for the maintenance of the apartment bldg. OR Install a camera and
record with anti-theft frame sorrounding the camara or still you can focus the camara from your closed door directl on your door mat.

He needs his privateness, he has his own existence to steer and he needs quiet time and privateness time none of that are achieveable along with her interruptions, and that's how he has to declare it, interruptions. She could have understand for him and for you and decrease her touch to as quickly as a week, if that.

As you said, you could have thrown it away...be the bigger person and get over it. I doubt that, unless there is a reason for it, that you'll find any garbage left around turning up at your door.
The note is just inflammatory and won't help resolve the situation. Breathe deeply and move on...

I WOULD KNOCK ON THE OTHER DOORS AND FIND OUT WHO IS DOING IT IF THAT DOESN'T WORK SET THEM UP PUT TRASH OUT THERE AND MOVE TO THE NEXT LEVEL AND WAIT UNTIL YOU HEAR THEM AND THEN SURPRISE THEM. THEN LET THE MANAGEMENT DEAL WITH IT OR POLICE AS ARGUING WILL NOT SETTLE IT.
