In the scientific method, an experiment is used to test a hypothesis. A hypothesis is an educated guess about some general rule of nature that might have lead to some set of observations. General rules can usually be used to predict what would happen in a completely different situation than what was actually observed. An "experiment" is then when you create that different situation and see what happens. If the prediction is indeed observed, the hypothesis graduates in to a "theory".

It is worth noting the complete absence of any reference to political agendas or holy texts in the above procedure :-)
