Yes.
It's copyright infringement if (and most, if not all the time, they are.) the picture is copyrighted and infringement on intellectual property regardless.
Edit: I know a lot of artists who have online galleries and have to deal with this issue.
Edit 2: Pictures on the internet are not automatically public domain. (this was in response to UncleBen's answer. I'm not saying there /are/ none. )

What kind of picture? If the picture is a trademark, patent, or is copyrighted, it would be a trademark, patent, or copyright violation. If the picture is not trademarked, patented or copyrighted, it is perfectly legal to use it for any use as the picture is in the public domain (the Internet).

Any pictures on the Internet are public domain. There is no problem with you putting that picture on a T shirt, however it is illegal to sell them.

research the picture, check its public domain status, and or if the image is copyrighted, you need to ask or risk serious legalities for infringement.
