Everyone has the right to be happy. It is whether or not that person chooses to be happy for the right reasons and how they go about bringing their happiness.
Too many people now adays are not happy for the little things in life. Sciety has made it "those who have are best" even though it's not true. Look at Owen Wilson... he has everything (at least to those who think they have nothing). He was not happy. Happiness is all in the mind. Only we can make ourself happy. Only we can define what happiness is. If people were to become a little more simplified in life, they may find that they have all they need to be happy right now when they feel they have nothing to be happy about.
If we were happy all the time... how would we know when we were having a good day?

Well, if you life in USA you have a constitutional right to "pursue happiness" however I think that chasing happiness is a lost cost - some people use the cliche that you can't buy love, I say you can't buy happiness. Happiness is not a constant feeling it's in the moments not the accomplishments. In that special evening with your best friends, the journey you've saved up for for ages and finally complete, a job well done etc.

If you believe there is something you should do and yet do not really want to do that or for any other reason are unable to do that, it would hurt your conscience and with wounded conscience one can not be happy. You may well attain happiness even if you haven't been able to fulfill a desire provided you can accept the situation and let go of the desire, but on the other hand, you can never be happy by not doing something that you genuinely believe you should do..... because once we accept something as what we should do, it gets into the realms of our 'must' duties which are beyond our own control or freewill to decide whether to do or let go of.
Indeed a Super question... extremely insightful... that there can be no happiness without goodness is what makes goodness so desirable from an individual's own point of view as well...... this goodness however would differ from person to person according to individual beliefs and values.

"Should' implies imperatives or prescriptive morality. This entails prescribing to a moral principle or principles that guide actions. Thus, when we do what one (anyone) 'should' do, it means we are following values or principles. I believe this can lead to ultimate happiness because usually when do do whatever we want, we end up with a complex mess of problems (I presume you know what I mean). Moderation is only the beginning of happiness. The rest is laid on good principles. The only thing I haven't worked out is if happiness can be had by oneself. Certainly, there are many many activities to engage in by oneself, but if no one is around to appreciate the creations of creativity, or the whole world should reject the products of one's mind, then... how sad! The idea of happiness does allow room for someone special in one's life. That way, one is steady and fulfilled (not lonely, among other fulfillments) and still accomplish one's creative quests. Living by good principles, having the freedom of thoughts and creative quests, and having someone special who cares should kinda get you there. But one last, but not least... God who is the Love of all---gives peace, a better prerequisite for intimacy than any other factor.

Happiness at any cost should never be your motto in life neither should you run after it. It is quite elusive and the chase can cause more misery for you and others also. A child is happy when he gets his favourite toy but does the happiness last? No, he may break it in the next moment because he is fed up with that and wants something new.
Happiness is a bye product of a deed done well...

Happiness isn't something that you "should" be. This kind of thinking makes people feel that their life does not have as much significance or purpose. When they exercise their right to make their own choices in life that do not result in a feeling of happiness, they will feel like their life is not really worth living.
