Well--the Iraq warwas authorized by Congress under the WarPowers Act. It was clearly not the intend of Congress to give a bank check to do as he pleased.

The real irony--the War Powers Act was passed in the wake of Vietnam to PREVENT a President from being able to commit us to an indefinate military action without having to seek approval from Congress.

It literally never occurred to any one tha twe'd end up in a situation like this, where the President would unilaterally ignore the express will of Congress and the American people. After the election, I hope Congress amends the War Powers Act to provide for a MANDATORY rperiodic eview and re-authorization in any future military actions.

No he asked for a resolution to authorize the use of force against Iraq. A resolution that supported the previous one passed on the late 90s calling for the removal of Saddam passed by congress and signed by President Clinton.
