One of the key functions of early (and later) Parliaments in England was to vote funds for the king - always necessary to fight wars - from taxes such as import duties. One of the earliest battles was the Battle of Sluys in 1340. Edward III had over 200 ships for that engagement -some of which were hired from Genoa. Kings did not have this kind of money from their own private sources in the feudal system. So my answer is that Parliament was kept busy finding funding for the campaigns with France in that 100 plus years of warfare.
