You may be signed on as a user with no administrative rights.

Sounds like your user privilege is limited....

Reboot the computer and before windows can load press F8 (sometimes it helps if you press it continuously)

Then choose safe mode

Log in as Admin

Then you should be able to change the time... you also may want to change your user permissions. That can be done through the control panel and under users...

you may be able to do this through the bios, which is before windows starts, that way you dont have to worry about admin accounts.

reboot the computer, and look for a message concerning setup-
it may say "press to enter setup" or "press to enter setup" or so on...

you should enter a special setup screen where you can change time and date. BE CAREFUL- if you mess with other settings, you can seriously mess up your computer, like make it not come on again- only change settings of stuff you know about- like TIME

have fun

"you do not have a proper privilege level to change the system time"

Basically, there are two account types: Limited and Administator. When your account type is limited, you can't do things like run some programs, change date, etc...and limited users can't make themselves administators, only administators can. So you'd need to change your account type by logging into a administator account, going to control panel, user accounts, and changing it via there.
