When they aren't paying attention that the red light turned green?

I agree, why honk?
Just get out of your car and start bashing their car with a baseball bat, or if you don't have a baseball bat, use a gun, and if you have kids and your not allowed guns, start bashing the car with your kid!!!

Always works for me!

I'd wait a little just because we've all done that before and hate being honked at. When you think they're not going to pay attention then honk. I'd say a good 10 seconds.

If they don't respond in 4 seconds you honk politely twice ie: toot toot, if they are still screwing around with the cell phone or cup of coffee wait only a few seconds and blast a little longer and louder. You have to consider the people behind you who are not going to make the light and are depending on you to move 'EM OUT! .... Mr. Mud

I usually honk after it's apparent that they are distracted, roughly 20 seconds or so. But usually I leave enough room between me and the car in front of me to switch lanes if needed. You never know when someone might stall out in front of you!

Aggravated Horn Overblowing due to Lagging in Escape Route, or A. -H.O.L.E.R. Syndrome should be discouraged at all costs.

Personally, I wait maybe 5-7 seconds.. It doesn't sound like much time, but when you think about it, a light only changes for about 10 seconds at a time (maybe 15-20 if you're lucky), so it makes all the difference :-)

I try not to honk and many times I miss the opportunity because my stupid horn is not easy to push but when I do, I wait a about 15 or so seconds I would say and tap the horn just to wake them up. No reason to scream at them, I'm sure I've done it once or twice myself....no harm done.
