The new grass clippings can mat together and keep some of the seeds from germinating. It also leaches nitrogen from the soil. But, the answer is yes but maybe let it dry and turn brown first.

No!! recent grass clippings as they rot generate great heat and will cook or kill the seed
Grass seed needs light to germinate
Lightly rake seed into the soil, if the birds eat any you will still get a good lawn

Water is the Key
