my sister is new at the school so doesnt know the girl who's birthday it is
my sister is also shy so she wont ask the girl what she wants or likes
my parents can't get involved because my mom is swamped with work and my dad is in europe on business

Don't do any movies or CD's cause the girl might hate it

hmm...can't go wrong with 12 yr old girls with a cheap bath and body works gift set or something. Actually, it may be better to get (or make) a cheap card and put the 20 bucks inside, cash. That would score your sister some points for sure, everyone likes cash!

find out what she wears.. if shes shes cool then get her a From First To Last Cd (burn 1 from itunes or rasputen might have 1, get 1 with Sonny still in band)
if shes a prep get her some skanky stuff
if shes a spaz get her some paper
