WHY IS IT THAT PLACES LIKE WALMART, TARGET, AND SOME GROCERY STORES HAVE 25 CHECKOUT STATIONS AND AT THEIR BUSIEST TIMES THEY ONLY HAVE 2 OR 3 OF THEM OPEN?

It's because the managers are given a maximum salary budget, which is usually pretty low. They are only given just enough for what is needed, and it would work efficiently if no-one took holidays, got sick, etc. They always say they're "understaffed" but they really have a pile of resumes in the office and can hire anyone instantly if they wanted to.
They have a lot of checkouts simply because of Christmas, and Easter to an extent. The amount of people shopping during these times can triple, plus they have plenty of students off school to man the checkouts. If you go shopping on Christmas Eve you'll notice every checkout will be open.

Can't keep all the check out lanes open at one time because people are always calling off of work and in those kind of jobs people get pissed and just walk off and quite. People work different shifts at jobs so they can only shop and odd hours. Last is my pet peeve never able to find any one when I need help or just not being asked if I need help. This one really pisses me off and I usually let some one know it.

Because their busiest times are usually in the evening and no one wants to work then! I think WalMart is the worst about that.

I read you loud and clear!

Not only is that the truth but the self-checkouts need to have some dude standing by in case you screw up or to authorize and check your ccard for purchases over $100.

I totally get the part about checking the ccard, but then why the heck am I running my own stuff through when they still need to pay for a clerk to stand there???????????????

All of what you say is true, but to answer your first question: It is because Walmart always has available positions, and the cashiers they do have work part-time. When these leave, they don't always have a person coming in to finish their shift.

because they think we will stand around waiting and pick up several more things from the shelves by the register (impulse buys) and because they are in it for pure profit. Max customers=minimum help. Lunches and breaks are often scheduled so they lap over each other leaving less help on the floor than in the break room.

I believe that it is a requirement to have all those check out station in, but not necessarily that they of to have them filled with workers. The less workers at the check out, the more money save by the company. And the harder the few workers have to work to get the job done. (sad)

LOL, frustrating to be sure. I think it must have something to do with the flow of people traffic but, then again, maybe it's just so that you could post this very question and some lucky dog could garner 10 points.

Not only that, it also seems like whenever a bunch of people get in line, they send another cashier to lunch and replace him/her with a trainee!

They are too cheap to hire more people and like to overwork the ones they have...in other words, the almighty dollar.
