Cut and running is when you turn tail at the first sign of difficulty - like Reagan did in Lebanon.

Winning is when you have a defined goal and exit strategy, and you achieve the first and then execute the second - like Clinton did in Bosnia.

When you invade with no plan and complete ignorance as to what to expect - fight a battle for years and then say you have to stay forever to fix the mess you created in the first place does not qualify as either.

Yes, but only according to Republicans if/when Democrats are in office. If withdrawal occurs while Republicans are in office, it is called "victory."
