SNL did a funny skit on that lol. They are jeans that are high at the front stomach part, long in the butt area and make your hips look wide. They are called that because a lot of moms wore (or maybe still wear) them.

Ugly, baggy, elastic waist and tapered legs. In other words, pants that look like you have given up on what you look like, and only care about the kids.
