From the United States, going into Mexico on I-35.

Is it legal?

I have a 16-year-old friend, and I'm 14.
We're planning to go to Saltillo to see an old friend.

IF your 16 years old or older then yes it is legal to go un-escorted.

If you are under that age then forget about it except for special circumstances like when you have permision for a parent/Guardian.

No. They won't let you across. Not legal. You have to be 18 or older to leave the country without a guardian unless you are flying and even then you need a special pass.
