Fill the 30ml beaker once... Dump it into the 40ml beaker... that leaves 10 ml of space. Then refil the 30ml beaker and pour the remaining 10ml required to fill the 40ml beaker up and the remaining volume is 20ml of water....walla!

Fill the 40 then pour into the 30. The amount left in the 40 will be 10ml. Pour this into the 200. Repeat the whole process and you will have 20ml in the 200ml beaker.

As others have stated, this is possible, but it is also possible NOT using the 200 ml. Fill the 30ml and pour into the 40 ml. Fil the 30 ml again and pour into the 40 until it is full. You now have 20 ml left in the 30 ml.
