"Best" is very subjective. Easiest to read, as far as a straightforward story and somewhat simple vocabulary, would be The Red Badge of Courage.
Animal Farm is great but you won't appreciate it until after you've taken some 20th Century World History.
Billy Budd is so full of symbols that it's slow-going for your age group.

Whatever you do, stay away from 'Red Badge of Courage.' It remains to this day one of the two most boring books I have ever read, with the other being 'The Autobiography of Frederick Douglas.'
I've heard that 'Animal Farm' is a very good book, though. That would probably be my pick out of the four.

I found Animal Farm to be extremely boring my freshman year, but when I read it afterwards, I found it to be thrilling. The depiction of the characters (allegorical) is personified so well and the action packed filled plot and climax is just great!
So, I definitely suggest Animal Farm. I think you'll really like it. As I said, the first time might be a little boring, but read it again and you'll definitely love it!

The only one of these I've read has been Animal Farm. But I read it in the tenth grade, not nineth. In otherwords, my sophmore year in high school. My 10th grade English teacher assigned it for the class to read. As he served as much as our history teacher as he did our English teacher (not counting electives, we only had three core classes, English, physical science, and geometry) so it was easier to follow Animal Farm with him teaching. Since he basically doubled as our history teacher, he had a habit when he assigned most of the books he assigned to us of starting us off with a bit of a history lesson, and providing more as we went along if needed. Like when we read the Odyssey he gave us a lesson on the discovery of the real Troy so that we had an understanding of where Troy had actually been and how Homer's Illiad and Odyssey's might have been as much documenting history as telling stories. He also gave us a lesson on the ancient trade routes and such so that we could better understand what had initally happened to Odysseus on his voyage home after the end of the Trojan War.
