This depends on the minor and on the requirements for your major. In some cases, as with a foreign language, it is important to start the minor early because the courses are all sequential and waiting will mean delayed graduation. In others, you can fit it all in during your junior and senior years, when you may have more flexibility in your major.

Yes you can do it anytime. You have to apply for your minor through that department at your university. Once you do that you can start taking them, sometimes you can take them even earlier than that. I started taking my minor courses when certain classes I needed were not available or were not offered at a convenient time for me. It works out if you need a filler class.
