People. General Public and our language (in a way that you can use other symbols to get same pronunciation).
1. People use abbreviations in order to shorten the time that they spend on typing. it's especially important when you communicate with a number of people at the same time (for example in a chat) or if you can't type really fast
2. It looks cool for some people
3. You can put more meaning into one message rather than breaking it into mulitple pieces.

Anybody can make up a ca (see), but then they have to be accepted for common usage. That part is unpredictable.
