Yes. It is nurture. You raise a child in an environment where they are spoiled and always get what they want. Teach them a sense of entitlement and they will be a democrat.

Teach them self-respect in how they dress and how they conduct themselves. Teach them sexual morality and respect for others. Teach them to rely on themselves to be successful and you have a conservative Republican.

I think that humans and our entire existence are made up of some combination of both.

And I think it will be another one of those "scientific" battles that shouldn't be politicized but which so far hasn't stopped the left from doing it.
