It means the power of the emitted light is no more than 5 mw (typical laser pointer limit), and its green light is visible when aimed at a surface that returns some light. You can see it in air if the air contains some condensed vapor (like visible steam) or suspended dust particles. A foggy night really shows it off. Of course the usual precautions apply; don't aim it towards anyone's eyes directly or via a reflecting surface.
