Because I found a good invention which is registered in the state on New York. Can I produce it here in the state of Pennsylvania? The invention is pretty simple and is one I already thought up of even before seeing this patent.

The product or service can only belong to the person who had the patent, and patents are registered with the US patent office. It doesnt matter where in the US you live, if its not your patent you will be in violation of patent laws. If you have a good idea about the product or service you should contact the patent owner and ask for permission to use or alter this product or service, it may turn out to be a great partnership. There is no harm in presenting your idea and it could turn out to be profitable for both of you.

Patent protection are per country. I am not aware of a patent registered in New York, it should be registered in United State Patent of Trademark Office http://www.uspto.gov.

However, you can improve a prior art (existing technology) and get a patent for the improvement. That may be a profitable exercise.

Patents are national. A patent covers all 50 states. To find out if you can modify the invention and then patent it you need to ask US patent office. You can Google the address.

Patents are called United States Patent for a reason.

You might be able to buy a license to produce it.

First answer correct. I think, if you can improve on the design according to certain criteria then you can patent it. But, I not know all the mumbo-jumbo involved it doing that. You may need to talk to a lawyer experienced in patents so you not get sued.
