Keep it natural - natural is pretty, fresh...and easier to apply, of course! Practice curling your lashes with a lash curler. Try to get it as close to the base of your lashes that you can without pinching yourself. Hold it for 10-15 seconds. Afterwards, brush on a mascara of your choice as close to the base of your lashes as you can without getting it in your eye. Apply a shimmery, light-colored eyeshadow under your eyebrows to open up your eyes. Also put a little bit of the same light eyeshadow above your lip in the center. Dab on a little bit of lip gloss, then smooth a cream blush onto your cheeks and blend it really well. This should be enough make-up to make you look your best. As far as hair goes, I would add some mousse to your hair - just take a dollop of it and spread it throughout your hair. It makes your hair bouncy, flowy, soft, and if you have some natural waves, it gives your hair a lot of texture. Good luck!

well honey you need to give more info for better help, but i can give you some general info:
wash your hair about every other day if not every day (if it tends to be on the oily side, you may have to wash it every day) and condition at least every other day
get your split ends trimmed or it will get frizzy and stop growing
use a gel or hairsparay if your hair tends to be wilder or if you have natural curls that you want to stay curly, not frizzy

makeup:
if you have blue eyes use a brown liner or mascara, and use pink tan or golds for eyeshadow
if you have borwn eyes use purples or blues
if you have green or hazel eyes use purple, tan or brown
-if you go to CVS or Target or even drug mart, they will have makup that is specially made for certain eye colors

ask your older female relatives or friends for advice or look on some websites or magazines

you dont say which styles of hair or what

but with make up its best to keep it natural cause too much looks tacky and when you are new to make up you tend to put on too much ... start off with lip gloss, eyeshadow and mascara

and as for hair ...straight is nice, get some straightners

without a picture of you it's hard to tell because it depends on your eye colors, skin tone, face shape...same with the hair, it depends, if it's straight, curly, afro...
I'd recommend you to visit the hair stylist and a make-up expert so they can recommend you the best by looking at you.
Good luck.
