Love is actually an act of the will. When you say "see" it, well, you can see it in a person's actions / behavior, if that's what you mean. Yes, you could say it's a state of mind also.

They say love is blind, but its only blind when your not truly expecting it or if your plainly ignoring it. Love in my eyes is not just a state of mind its everything that you do. Love isn't something that a person has one minute and not the other its something that dwells deep down with in you. It is something that is carried through out life; its what makes the joyful memories between people. Love never goes with out being seen its always there within you.

When performing actions of love it can be seen. It is also a feeling. So it is not only a state of mind, it is also an action which is visible.

I belive that when people say that they can see love, they actually see what love can do - it is in your words, a state of mind in accordance with one's heart and spirit, which gets people to act in 'loving' ways and thus you see the results of love and would say "i can see love" but love itself it's absurd to say you can see it just like you can't "see" electricity, but you can see what electricity can do.

You can see depictions of love.
You can see actions of love.
You can see when love is not there.
But it's not an object, it's not a mist, it's something you can see the reactions of. So in a sense you can see it but not with your eyes more with your understanding.
