You have to pull the steering wheel and turn signal switch to get at the tilt mechanism screws that hold the two tilt halves together. You'll need a couple of special tools to pull the steering wheel---a steering wheel puller and a lock plate compressor which can be bought or rented at most parts stores along with a shop manual like Chilton or Haynes to show the procedure---also at parts stores. Once you get the turnsignal switch out, you can tighten the tilt collar screws. Or replace the column with a good used one if it's really worn out.

You do everything that Paul mentioned and then what I did was grind down the sides of a 1/4 inch drive socket so that I could get it into a tight area. I think there was one of the bolts that I was unable to tighten as tight as I would have liked it.
