I grew up in Charleston, WV; there are a lot of houses that are quite similar to the one that you live in. Of those house that had hilly front lawns I have never seen any that were successful in growing flower beds close to the street. The flowers did better when they were planted in the middle and close to the back side near their homes. Low laying evergreen shrubs grew better near the street level.

Bless your heart. We had one of those years ago when we lived in the Smoky Mountains! We ended up mowing only the top easy part. Where the mow line ended, we had planted evergreen shrubs. The Christmas tree type.
If that part of the landscape does not belong to you, I bet you could call the City/County and get them to mow that. If it does belong to them, they are suppose to take care of it.

I don't know where you live, but look at ground cover that continues to spread. You can plant it in several spots and let it spread. It will take a few years depending on how much you plant. Ground cover does not grow but a few inches tall, but spreads out.
