OK for your purposes while you are traveling in Italy, you need to realize that if you hand someone $1 in US currency, it's only worth $0.73 in Euros, so you will have to give them more money. If you hand them $1 in Euros, then you are spending $1.38 in US currency. Basically, if you change your US currency to Euros before you go, you will spend $1.38 for every $1.00 in Euros that you purchase. I'm not sure why the exchange rates are different, it has to do with the value of the currency in the country that you change your currency in.

One is where you sell, the other is where you buy.
Mostly you get the lower, and pay the higher one.
That is how banks make profit from you buying money. (Besides the fee you have to pay.)
And be aware that the money exchange places that do not charge a fee will give you a worse rate, much worse than the one you find on the web.
If you get money out of an ATM you get a better rate than you would when you go to a bank office or exchange desk. (Check with your bank if your debit card or bank card is ready to use abroad and what it is going to cost for each use.)
You can also use a credit card in Europe, you will get the better rate, but there might be hidden costs. Some do charge a fee for each use, and almost all will charge a high fee for use in an ATM.

They won't ever be the same...Their values are just different. If you take the one dollar and divide it by the .73 euro, you get the 1.38. I know, it's confusing...Look at it this way:
Five pennies equals one nickel; likewise, one penny equals .2 nickel...
