not sure how to do this plzz help v=change in distance/time

All you need to do to calculate average velocity is divide the total distance travelled by the time.
Therefore: 400m/50sec=8m/s

I know velocity is a vector quantity and no direction is specified here, but displacement is a change in position and your saying there is no change in postion doesnt add up for me.

Average velocity = displacement / time
Average velocity = zero / time
Average velocity = zero
