Many Countries do. I live in Italy, where almost every city, has its particular accent. Even towns which are situated a few miles apart, may have slightly different accents. I have friends in Germany, and they told me it's pretty much the same there.

Yes, of course! The lines that divide countries are artificial, and languages are often much older. Languages change across a region rather fluidly - for example, I was in a town in Germany close to the French border, and my friend was telling me that they have quite a bit of French mixed into their language, like German with a French twist. Also, I do research in Siberia. I speak Russian, and the Moscow accent is much different than the accent once I get out to Siberia. It takes me a minute to get used to it!

Yes! In the UK theres a london accent, east london accent, liverpool accent etc..South Africa has multiple accents..
and in southern france, the accent is not far from a spanish accent...almost every country has this.

Most large countries do, even smaller ones like holland too.
