This is just division; if you need to know how many x are in y, the answer is y/x. Division by powers of 10 is especially easy, because you just need to move the decimal point t places to the left, when you are dividing by 10^t (Note that 10^t has t many zeroes.).

15,000,000/10 = 1,500,000
15,000,000/100 = 150,000
15,000,000/1,000 = 15,000
