This lasts for less than a second and then the car will turn back on and drive like nothing happened.

The 1999 Accord has been recalled for a problem with the ignition switch that will cause exactly what you describe. It will, when it gets worse, cause the car to stall out while you are driving.

take the car to a Honda dealer and have them do the "Ignition Switch Recall". The recall will be done free of charge by Honda. That's the first place to start and it won't cost you anything. Its almost certain that's your problem.

Either your fuel filter is plugged up or your fuel pump is not creating enough pressure and needs to be changed. Try changing the filter first it's cheaper. The newer cars including yours have to have more than 60 psi to 90psi for the engine to get fuel so it could be the fuel pump going out. The only other possibility would be a bad catalytic converter but if the car is doing it fairly quickly then it is not the converter. I would guess filter or pump. Good Luck

Let the vehicle completely dry out. You probably got some of the engine electronics wet. This should go away after a few days.

let the car dry out, u may have gotten water in some of the connectors or maybe the distibutor and plugs. Otherwise check the ntsb.gov for the ignition switch recall, to see if your vin# and/or model is included in the recall.

I can't think of it at the top of my head right now - BUT you can contact one of the parts store, like Auto Zone or Checker .. or Pep Boys. One of those guys can give you some idea what it might be so you can see how much it will cost to fix... some thing is going out..... Dang it! I cant remember.

check your oxygen sensor it may be tht
