i have started a small business over the internet and i need to be able to offer paypal as a payment method to my clients.
Problem is: i am from Romania - paypal recently accepted Romania but only to send money, not to receive or withdraw.
Does anyone know how to work around this issue?
I think paypal is the only solution for my website, i'm selling a service so i need my customers to be able to pay fast and secure. My target market is mostly from the USA.

You may need to check into WorldPay. I know someone in Prague who had the same problem and they had to switch to Worldpay to be allowed to work it both ways.

They've been very happy with the results.

If this is the PayPal policy, then there is no way around it with them. You can sign up with another credit card processing company. You can have people send you a money order or a cashier's check. Although, I'm not sure how all that works over there.

I would suggest using a merchant service. It cost just as much as paypal and your funds would be directly deposited in your bank account. Just search the web for merchant services.
