The executive branch.

Although Cheney is trying to create his own branch of government. (the same thing that Kissinger tried and failed to accomplish)

The President is the head of the Executive Branch of the Government, Now The VP for extra credit you can say that he is not only the #2 man for The Executive Branch, But is The President of the US Senate (Legislative Branch).
If you want to find out about Congressional leaders, go to that state's website (www.state.hi.us for Hawaii) or go to WWW.Congress.Gov. You can also go to The US Supreme court's website to find out about them. Just a little recommendation, while at those sites, browse them, you may be surprised what you will find, you could even go to www.Whitehouse.gov and even send an e-mail to the prez (or some intern who was tasked to read and reply, lol)

President Bush is the head of the Executive branch of government. Dick Cheney is not part of the Executive branch because he does not make the decisions; President Bush and only President Bush makes the decisions.

Article II, Section 1: The executive power shall be vested in a President of the United States of America. He shall hold his office during the term of four years, and, together with the Vice President, chosen for the same term.

This section states that the President is the head of the Executive branch and will hold his office together with the Vice President during a term of four years.
