My cousin is purchasing a new desktop PC and I'm thinking about getting a tv tuner for one of the PCI slots (or getting a USB/external box with video capture capability) as a present. Now, she doesn't have cable, so I am wondering if one needs to have cable to use a tv tuner?

Would reception be better than the antenna on the TV?

Aerial or cable plugs to the tuners signal input. Reception would be limited on an aerial antenna and signal reception could vary a lot from channel to channel.

Nope, just like you don't need cable for a TV to work. But you'll only be able to watch the channels that broadcast over the air in your vicinity.

It works just like a television, you can plug in cable or just an antenna.
