Why the hell do people still say that Al-Queda was in Iraq before 9/11?

I'm sick of this. Al-Queda was not in Iraq before 9/11 and Iraq did not have anything to do with 9/11.

Because they have been brainwashed by the people that keep repeating that lie. The group that calls itself "Al Qaeda in Iraq" started out as Iraqi insurgents that just gave themselves that name. They did not originate in another country and emigrate to Iraq just to cause chaos.

Al Qaeda must have been a little bit in Iraq before 9/11, just enough to keep a few contacts among the other Sunnis. But of course they weren't fighting there. Since then, however, they have tried to convince Iraqi Sunnis to join them in order to keep the Shia majority down. Al Qaeda's true purpose, of course, is to win the world for their version of Islam.
